More than three years after a 14-year-old Richgrove boy was shot and killed, Tulare County authorities have made a second arrest in the case.

The man and the suspected gunman, a 17-year-old boy, were involved in a confrontation when the suspect shot the man, the Sheriff's Department said in a news release.
